ALS, 1778, June 19, off New Castle, Del., to Richard Oswald.

Johnstone reports that the commissioners had planned to land in Philadelphia, which was occupied by the British, but found on their arrival at New Castle that the troops had evacuated. Although he is appalled at this, he still has hopes for a settlement and is awaiting a reply to his message to Congress.
